I. STATUS AND STATE SYMBOLS
Point 1. This Standards Book is the official specification for consistent presentation of the Republic's approved symbols and documents on public pages, in the Official Gazette and in official administrative materials.
Point 2. Official symbols are the flag, coat of arms, presidential standard and official seals adopted by instruments in force. The approved source asset has a controlled name, date and file hash.
Point 3. The flag has a 3:2 ratio: a broad gold diagonal band with white edges runs from lower left to upper right between the blue upper-left and black lower-right fields, with a gold fleur-de-lis on the blue field.
Point 4. The flag shall be shown without changing its ratio, rearranging elements, reversing the diagonal, replacing colours, adding text or effects, or cropping the fleur-de-lis. A monochrome rendering is permitted only where the process necessarily lacks colour.
Point 5. Clear space of at least one tenth of the displayed symbol's height shall surround the flag and coat of arms. A symbol shall not be placed on a background that impairs the legibility of its outline.
II. OFFICIAL APPLICATION AND GOVERNANCE
Point 6. The coat of arms, presidential standard and seals are used only in their approved source form and with the legal basis listed in the symbols register. An official seal certifies the origin and integrity of a document in accordance with the law.
Point 7. An official document states the Republic's full name, issuer, document type, reference, date, legal basis, status and responsible person. Only documents approved for publication are made public.
Point 8. Only the currently approved version is used on public digital channels. A withdrawn version is kept in the historical archive with its end date, replacement reason and link to the instrument adopting its successor.
Point 9. The flag adopted on 9 August 2026 was selected through a public poll on the official Instagram profile and replaced the former horizontal design. Decision OPR-RSS-005/2026 is the basis for the historical record and graphic annex.
Point 10. The President approves an amendment to this Book by a separate instrument with a new version and effective date. Edition RSS-KS-001/2026 is approved and signed by President of the Republic Din Arijan Dodik and applies from publication.
